He graduated from Vitebsk Art College. For several years he worked as a teacher and headmaster of one of the schools in the city of Dzerzhinsk, Minsk Region.
He studied at the Faculty of Architecture of the All-Russian Academy of Arts, successfully defended his graduation project, and immediately after graduating from the Academy he was enrolled in graduate school.
He joined the militia and as an assistant military engineer of the division took part in the defense of the city of Leningrad.
He was recalled from the front to work at the All-Russian Academy of Arts.
He was evacuated to Central Asia with staff and students of the academy.
Arrived in Minsk. He was appointed head of the architectural planning studio of the Belgosproject Institute, which was involved in the development of a planning and development project for the center of the capital of Belarus.
In collaboration with architects Sergei Speransky and Naum Trakhtenberg, they developed a project for the central part of the capital, which was conceived as a complex of architectural ensembles.
He takes part in the design of the second stage of Leninsky Prospekt (now Nezavisimosti Avenue).
He started working as a teacher, and then as the head of the department of urban planning of the architectural faculty of the Belarusian Polytechnic Institute.
He headed the State Committee of the Council of Ministers of the BSSR for Construction. As a representative of Belarus, he participated in the work of the Committee on Housing, Construction and Urban Planning of the United Nations Economic Commission for Europe.
The group of architects was awarded the State Prize of the BSSR for the creation of the ensemble of the avenue. Vladimir Korol was among the laureates.
He was awarded the title of People's Architect of the USSR.
